Remove the filter for /tag set

Reasons why we should remove the /tag set filter:

1. The community is against it

It's clear that the community is against filters (see Add the ChatManager plugin and Enforce Better Chat Restrictions). However, /tag set has a filter and I believe we should apply our principles consistently.

2. The Scunthorpe problem

You cannot enter words containing "sra", "tca", "sta", and "sa" due to the filter. Because of this words like: "Stable" are blocked.

Thanks to tag filter, all of the words above are blocked, even if they don't communicate any position that a player might not have on the server.

I feel like there's a better solution to this rather than a blanket banning of certain words and phrases (I haven't came up with one yet. For anyone, not just to Luke, feel free to suggest a solution by replying to this thread).

Also that message That tag contains a forbidden word. is not newbie friendly at all. Because newbies may question "Which word exactly?"

May I propose an alternative suggestion where we keep the filter, but change it so the blocked phrases must be an EXACT match in order for it to be blocked?

For example, only check for exact occurances of "sa" not if "sa" is included in any words.

it's been a hot minute since ive been a non-admin, so i could be misremembering here, but isn't that what it currently does?

Nope, set your tag to "Catcaller" and notice it's blocked because it contains "tca"

That sounds even more bypassable than the current system we have.

Pick your poison:

• Strict filter: Difficult to bypass, high risk of false positives.
• Lenient filter: Low risk of false positives, easy to bypass.

Unfortunately, due to the limitations of technology (as of right now), you cannot have the best of both.

I'm requesting a lock, this suggestion is techincally approved since Videogamesmash made the filter more lenient.
