A rule isn't necessary for this. TFM already requires that both of these are included in the login message.
There is a related discussion in https://forum.totalfreedom.me/d/667-sell-login-messages-in-packs, where the outcome was that we would start offering login messages in packs instead of individually, but development work has not yet started on that.
There is also https://forum.totalfreedom.me/d/369-login-message-thread, which simply proposed more prebaked messages.

@Fleek#12502 The original idea of giving OPs login messages was actually that there would be no such thing as admin login messages anymore, just admins that have purchased them in the shop like normal players.

but I think ops should be able to have a custom login too if they work hard enough to get the coins, and not some shitty prebaked list that is super uncreative

Custom login messages should be created by the user who bought them using the command /loginmessage. Us admins will work to moderate this effectively.
There should be no question about admins competency, we are well trained and adept at our jobs.

I Vouch. As for the rules, we can simply amend existing rules. This at least makes grinding for coins worthwhile since the user can customise the message, not just use a cheesy generic one.

Given the other suggestions which are actively being worked on, I'm going to decline this for now, but happy to re-visit once the new login message system is in place, and if people want more login messages added then they can be raised on an appropriate suggestion thread.
