I don't expect anyone to sit around on a dead server, but I also don't expect them to withhold the title as to which that position was specifically made for, otherwise they'd be holding it for the sole purpose of saying they're holding it.

So what's happening with the activity removals right now? The last cluster of removals was in June.

It's pretty much already ZTP? I have yet to see an IBR not be filed for a player using crash exploits / of the likes.

You're also forgetting about the potential accidental findings of an exploit. Someone may genuinely not mean to find an exploit or an exploit may be hidden under a different name, tricking the player into using it.
