gignore works on networkmanager pms, which are the default. eignore is for essentials. if somebody wanted to ignore somebody using essentials pms, then they'd just use eignore. The purpose of this is to reduce the confusion of how to ignore network manager pms without having to be specifically told what the command is because ignore is a pretty well known command.

And PLEASE disable private messaging from the hub to prevent situations where somebody spams a player on the main server while connected to the hub.
