I've seen a significant improvement since last time, both on quality and presentation.
I also like how you make use of the space. There are at least a couple builds I know of that definitely look bigger from the inside, or at least for me.
I'd dare saying there's room for improvement in the use of shades. I've seen some cool tricks from other builders that can make simple styles look "rich" regardless and I wish I was that good to figure them out lol.

As usual, I don't think I'm good at long and detailed explanations so have my short and direct opinion.
Unless there's a solid plan, a server focused on exploration would become boring very fast. We attempted to have a SMP server multiple times, which in my opinion is a better setting for it, and it always failed in a short time.
We have some amazing, original places scattered around the worlds, of which a part is of very high quality. Even if of average level, they've been the theatre of fun plays and even dramas. I myself like to visit them again from time to time and take inspiration. Something probably only regulars who witnessed those moments can really appreciate.
The people who invested time and effort in making all of that wouldn't do it if they knew their work would be flushed so easily. (Side note, I learnt about xfilez when I saw his floating base in adminworld.)
A disposable server means little good efforts to make it enjoyable, meaning a boring sandbox, meaning no chances to stabilise or even grow because we don't have anything of value to share.

It does look easy to set up, maybe requires a little work finding the ideal numbers but in cases like CO's inspector you can set a reasonably low limit.

I'm not familiar with the cross-server stuff and you haven't explained why Waterfall is better than BungeeCord in our case.
I recall Bungee being an outdated system so I'd support switching to a modern one.
I have no experience with redstone modifiers therefore I'd vouch to test something like the aforementioned AdvancedRedstone on a dev server before making a final decision.
I also note that any build made with its help would stop working, or make any sense, if AR was removed. AFAIK warp signs, Carz and some WorldGuarld's specal flags are the only other features that need the plugins if the world is to be replicated elsewhere.
I'd vouch to try it.
Paldiu already confirmed TFM is being reworked so that we won't rely on its permission system in the future.
