By applying for dev, instead, you tell the staff that you're skilled and commiteed enough to regularly work on the tons of tickets we have now so you get proper access to the resources you need.

I've done a quick research and found this article mentioning current law and some court cases.

Short summary: IP addresses alone aren't PII unless associated with other identifying data, turning them into personal identifiers. An EU ruling applies the protection against "indirect identification" only to companies who collect other personal info, like ISPs. US rulings are similar.

Now, sharing a Mojang ID and an IP address allows to identify an online entity but is far from making identification of a real person possible. So, legally speaking, are they really personal info?

I'm pretty sure Video's idea was to change the technical side of freedom to an easier and more secure model (permission nodes), without changing the freedom ideology itself.

And yes, this game "mode" hasn't been sustainable in its current state for a while. If we can't attract and keep players with the existing model after updating to 1.17 and promoting in-game activities, I think it's ok to let TF go and do a new, different thing.

If TFM or Essentials have timestamps saved in the playerdata it could do that. I've seen some plugins having pretty old data, including TFM and PlotSquared, so there definitely is data from before, not sure if they're timestamped.
