You're suggesting an anarchy server. Without further details, it's unclear what type of gameplay it's supposed to offer.

You fix that with staff and players' attitude. A sandbox server with no set goal like freedom-01 can be interesting with the right people in it. An anarchy populated by a terrible playerbase will have the same retention issues.
I don't think exploring other game modes is wrong. I'm just concerned about the fact the EMM is neglecting the freeOP server while this announcement makes it clear what's the current executives' scope.
Panther, if you don't feel like working for the freedom server, I advice to step down from your role so that someone else can take the job while you keep promoting or developing new game modes for the network.
What I know is that, when a player joins, Paper gets the UUID from bungee-02, as one can see in server logs.
I haven't studied how TFM manages player data yet so I hope I get this right, anyway if a method like OfflinePlayer.getUuid() returns the already cached UUID without querying Mojang API (as this is bungee's job), or generating a random one, things could go this way:

↩ @'Ryan' Some roles like ECD or EMM don't really need in-game adminstrative powers. EAO and EBM should require a mimimum time as senior admin (If we ever need to appoint a new one). In my opinion, every purpose should have different activity requirements but I still haven't thought about the details.

Admins work like a team. From what it seems to me, instead of helping novice admins making mistakes you've fought them. Show me you can work with fellow admins like a team instead of fighting in case of disagreements and I'll vouch.
