Vouch for option 1.
This is a useful building feature. From my experience, falling blocks are not that hard to deal with grief/lag wise, and is not a large enough problem to disable block gravity in my opinion.

The neighborhood looks great. Overall though, some more detail to all of your builds would make a huge improvement.
