The suggestion is NOT to make Discord compulsory. The suggestion is to add a question about Discord in the reinstatement application, asking if the user has an account.

Will this user be under supervision? Granting someone who may become Event Host the second highest level of permissions on the server is a big risk...

Straight to the point with this, the suggestion is to add a question requesting the user to post their discord account if they have one. This can be useful in cases of verification and can simplify the process of waiting for a response to a question as to what a user's Discord is.
