A Couple Changes to TFM that might not be enough for a Pull

Update rawsay from senior admins to admins

Add /prefix as an alias to /tag (ops have asked me about this before)

Add better aliases for cleanchat (clearchat,cc)

Add better aliases for blockredstone (toggleredstone)

Add TODO to update /purgeall to not clear item frames and paintings (i'm not advanced enough to do this, the other stuff was easy and were suggestions I have heard from ops/admins).

I have a repository that has all of these ready, but I didn't want to try and commit a pull that didn't have advanced changes.
