Remove coreprotect restrictions from MBW

    Currently, if you’re not an MB, you can’t use coreprotect in MBW. This means that admins cannot use coreprotect in cases where it may be needed, such as MBW being breached (this has happened before).

    /co i in the MBW should be opened up to everyone, regardless of role, too.
