Global configuration options exposed by Paper will affect all worlds on a server, or the server

It can be easily configured and does not require additional plugins to be used.

It should also solve that issue with people spamming coreprotect lookups, since you can make filters for specific packets such as ServerboundPlayerActionPacket.

The packet limiter should be easy enough to configure.

It does look easy to set up, maybe requires a little work finding the ideal numbers but in cases like CO's inspector you can set a reasonably low limit.

The whole point of this suggestion is to create an additional rule for CoreProtect's Inspect so people can't use nuker with inspect to crash the database.
