Alright I will answer.. I didn't answer because I needed time to think
Now, the reason why I envision this to be successful is because not many people have actually created a Skyblock server with freedom. Just think about it, how many Skyblock servers you went on allowed you to switch between gamemodes, or use WorldEdit?
Because there's barely any server that does this, this grants TotalFreedom quite a lot of marketing potential.

Now that's a question that I can answer:
WorldEdit and gamemode switching will be allowed. You will be allowed to go into creative and build as if you were in creative.
Commands will be allowed. You will pretty much have the same access level as Freedom. Of course, the commands that used for trolling or could crash the server are blocked.
You will be able to visit other player's islands, but you cannot break or place any blocks in other player's island. The owner of the island must add you if you want building perms.

A void world suggestion was approved which meets the criteria of a 'free op skyblock clone' based on what limited information you've given here.

What? That wasn't my suggestion at all. The suggestion I was making was for us to have 3 levels of freedom: anarchy, classic, and modern. It had nothing to do with a free-op skyblock server.

I Object. Simply build a skyblock island on F01.
yeah, object -- a void world on F-01 should work just fine without the need to setup an entire new server.
While you can build a skyblock island on F-01, you won't get the passive grief protection provided by the Skyblock plugin.
Although tools like CoreProtect exist, the downside is that you have to notice the grief. This may not be possible there's no admins to watch the person in question. Whereas with the Skyblock plugin, admins wouldn't have to deal with other players griefing their islands all the time.
Additionally, because that "sky"block islands are in the sky, this makes it easier to cover up the griefing when there's no admins online because when a build is on grass, it leaves dirt behind when the blocks are destroyed, making it obvious that something was there.
