Add a basic version of /rules as a hologram near spawns

Vouch, even a hologram that acts as a welcoming thing and mentions the command would be good, though a full Rules holo would be best.

Vouch, players don't seem to want to run the rules command... I think forcing them in their faces is a good thing, so they at least know it isn't anarchy, as you said.

Vouch, the most important ones like no griefing should probably show up there.

A vote is not necessary for this. Admins already have the ability to modify holograms and whatnot, so they could probably do it in like a few minutes.

↩  darwin if it hasn't been done it's not up to video to get it done, just ask any admin to make it and if they do that then it is made. The only reason we even have a consistent spawn hologram is because of me being bored one day and making one (and making the custom TotalFreedom color cycle animation which it uses)
