Give MB title back to these people

Some historical or great builders have been stripped of their Master Builder title because of their inactivity [URL:https://forum.totalfreedom.me/d/2232], or because they opted out [URL:https://forum.totalfreedom.me/d/1724] of the building team. However, after a community poll [URL:https://forum.totalfreedom.me/d/2246], the policies have been readjusted to make it a recognition title with no obligation to engage in server projects.
