I think it's a good idea to allow spawn eggs which dont have a custom nbt tag to be used, while still having disabled the spawn eggs that have a modified nbt. This would let players use spawn eggs normaly, although spamming mobs would be a thing i hope this can be taken into consideration.

i think everyone who could make this happen has always figured we could do better, or else they'd have done this by now. the best case would be that upon spawning the egg, a plugin (VP, TFM, TF-E, or something off the shelf) verifies if the NBT is within whitelisted parameters, and strips out anything that isn't. we already do something like that for armor enchants.
