plot merge

I believe this was a suggestion put forth by yours truly that was already approved under Seth's time but just didn't iron out the details to do it yet.

My suggestion was to limit how many plots OPs can claim (my suggestion was 100 plots) to limit the problem of having 5000x5000 plots. Would like to know what you all think.

So I don't think I have a major issue with people being allowed to merge their own plots as long as the overall number of claimable plots is still sane... I think we can limit how many plots can be merged as well in config if we want, as I am not sure having monster sized plots is the best thing?
