A section for forum punishments

So we've sort of already done this with the warning system, and much like in game the historic punishments are only accessible to staff, and I am quite content with that as an approach here.

I appreciate seeing if a member is suspended would be ideal, but if Flarum doesn't support it they don't support it, and I don't think more boards on here is the answer to that. Either someone can find a plugin to do it and we look at adding that, or we wait till we move off Flarum to software that makes it clear.

With that in mind, I'll mark this as approved because we did add the warning system off the back of this thread, but it is only visible to forum staff.
