Require people to state a reason to vote

Democracy is a shit system, but its the best we have right now - some smart person i guess

Object, theres a reason the system has stayed for so long - it works. and forcing people to provide reasons on things like admin applications can skew the results as people attempt to fabricate anecdotal evidence to support their claims when sometimes a vote is just decided on your general opinion on someone
