Remove the question about client modifications for day bans

Before voting I want to know why this was a question in the first place
EDIT: Since nobody knows the original use of the question with certitude and it's not being used in the decision making of approving an appeal, I vouch.

↩  Folfy_Blue Good question. The changelogs for the templates used to be purged occasionally, so I cannot find Mark's rationale anymore, but it has been there since April 7, 2015.

↩  StevenNL2000 if memory serves me right it was designed so people that went "I didn't nuke the server honest" could then be called out if their hacked client did support it / things similar to that.

↩ @'Ryan' Sounds reasonable, but I don't recall that happening once in the 6+ years that the question has been there, so I doubt it's really that useful.
