Open Settings -> System -> Troubleshoot -> Other troubleshooters and click run on Windows Update. See if that gets you anywhere. This is how it is to get to it on 11, but 10 should be similar if not the same.
i have no fucking idea about most things computer related, but I had a similar problem with windows 10 and I fixed it by downloading and using the windows update assistant, not sure if thats a thing for windows 11
Try running this in cmd with admin
DISM /Online /Cleanup-Image /RestoreHealth
Also how did you get to Windows 11? Did you upgrade from the leaked build? Enrolled in the insider program on your main install that was on 10?
The last thing you can do is download a program called Winaero Tweaker. Check the setting for completely disabling Windows update. You can enable and disable it and see if that makes a difference.

If @"Fleek"#188 doesn't trust the repair tool because of likely corrupted files he can run setup.exe from the installation media for the same version of Windows and choose to re-install keeping apps and data. This usually works.
Usually, when a service is disabled, you can enable and start it by opening services.msc, doubleclicking on the service, changing "Startup type" from "Disabled" to "Automatic", and then clicking "Start" on the left side of the pane.
All good now, I have resolved the issue. Turns out my computer had StopUpdates10 software installed (however I did not install it, perhaps it was with an app). I have stopped the service and deleted the program and now I can install updates.
