/tp and /tppos don't allow precise relative positions

This is technically a bug, but it has nothing to do with our code. I can reproduce this in the official EssentialsX.

@StevenNL2000#19233 I believe it's more to do with the configuration where it's being rounded - see the image.

@Fleek#19235 You are correct, I forgot to check the configuration. Setting teleport-to-center to false fixes the issue for me, although I'm wondering if there is a reason why it's not that way by default.

I will disable teleport-to-center option when I'm uploading new version of TFGuilds and TotalFreedom to Freedom-01 and Freedom-02.
