tp not working with custom Y value

I am trying to run the command /tp ~ -5 ~ to teleport bellow bedrock, but it's teleporting me to the surface.

Custom Y value works fine if the coordinates you provided aren't out of bounds.

This is most likely intended behavior, so not a bug.

Teleporting to negative Y values seems to be working fine. Did you type the command exactly as posted here?

@StevenNL2000#16977 I did, I even tried copy pasting it. I tried again today and it worked. Perhaps something was toggled by an admin?

@Folfy_Blue#17017 We do not have a toggle related to that. I'm not sure if any plugin on the server was updated recently.
