fix /near

I believe a fix is already being worked on, It's most likely something to do with the perms being fucky.

If I remember rightly, /near only seems to work on players that aren't OPed.

@Shdwo#13050 doesnt work on admins for me

edit: just confirmed it works on deopped players

I am going to take the liberty to lock this because it is already on the developer to-do list as FS-43, it just hasn't been fixed yet.
