Putting the hot water before the milk doesn't allow the teabag to absorb the milk, as soon as you pour milk directly into hot water.. you're scorching it. It's how i've always done it and it tastes way nicer (I've tried both ways)
Same applies to coffee too, you put the milk in before the hot water as the hot water scorches the coffee and ruins the taste.
There's a reason why this method of tea, as you put it, is reserved for "having a cup of tea with the queen". The queen would lose her shit if she tasted tea as bad as you're making it.
If you drink it any other way, you're either an american, a northerner or an abnormal southerner.
Tips for making tea:
Don't boil the kettle more than once, this ruins the water entirely by adding extra H+ ions and runs the risk of increasing concentrations of undesirable chemicals that could be sat in the water.
Don't poor the water into your cup straight after the kettle has boiled, you should wait at least 20 seconds after it's boiled or else you'll scorch the tea/coffee.

The Egyptian/Indian way of drinking tea involves boiling water in a pan, adding the tea bags to the water (still in the pan), adding milk to the mixture (still in the pan), and letting that simmer for about five minutes. The end result shows us a truly mixed and set drink of milk, water and teabags.

The traditional Bengali way of making tea involves placing a pot of milk on the heat then boiling teabags inside the milk until it reaches a certain colour. Then sugar and cardamom is added in to introduce flavours in. After that, how I personally serve it is filling 3/4 cup with the tea and then filling the 1/4 with water.
It's amazing. You need to try it.
However, I also make another tea and this is usually when I have evaporated milk. This is also my morning cup of tea.
Boil the kettle. Then pour the water into the cup. Let it brew for ~2 minutes. Then add 2 teaspoons of sugar and then add evaporated milk.
The two minutes gives the chance for the tea to brew into the water and thicken it. If you add the evaporated milk earlier it will be very watery.
Finally, this is the British style tea I make when I have no evaporated milk:
Boil the kettle. Pour the water out. Let the tea brew for 2 minutes. Put 2 teaspoons of sugar. A dash of milk. Done.
